Timeline to the UK PSTN Switch-Off and Exchange Consolidation

The transition away from the Public Switched Telephone Network (PSTN) and the consolidation of exchanges marks a clear shift toward a fully digital, fibre-enabled future. For businesses, this isn’t just a technical upgrade; it’s critical to prepare, adapt, and future-proof operations.

Timeline to change

The move away from legacy copper networks is progressing:

  • November 2017 – Openreach announced its plan to switch off the traditional analogue PSTN network, signalling the beginning of the end for copper-based telephony.
  • December 2020 – “Priority Exchanges” were introduced, restricting new copper-based services and marking a step towards the physical exchange consolidation.
  • September 2023 – A nationwide phased stop-sell began, meaning copper-based services are no longer being sold to new customers.
  • 2024–2025: Mass Migration Phase – Businesses are now required to move away from legacy services such as alarm lines, lift emergency phones, and fax systems.
  • January 2027: PSTN Switch-Off Deadline – The legacy network will be fully retired. All services must be IP-based or delivered over broadband.
  • 2032: Exchange Consolidation Deadline – The UK will reduce approximately 5,500 exchanges down to around 1,100, streamlining infrastructure for a fibre-first future.

Why This Matters for Your Business

The PSTN switch-off isn’t just about phone lines, it impacts a wide range of business-critical systems. Anything relying on traditional copper lines will need to be reviewed and upgraded.

This includes:

  • Legacy broadband connections
  • Telephony systems
  • Security alarms
  • POS machines
  • Lift emergency lines

Failing to act could result in service disruptions, compliance risks, or unexpected downtime as deadlines approach.

The Case for Becoming Fibre-Ready

Preparing for the switch-off means more than replacing old systems, it’s an opportunity to modernise your entire communications infrastructure.

Full fibre connectivity offers:

  • Faster, more reliable internet speeds
  • Greater resilience and uptime
  • Improved support for cloud-based applications
  • Scalability to grow with your business

By becoming fibre-ready now, businesses can avoid last-minute pressure and take a proactive approach to digital transformation. The earlier you begin planning, the more control you have over the transition, ensuring it aligns with your business goals rather than disrupting them.

Start Preparing Today

With key deadlines fast approaching, the time to act is now. Waiting until the final stages of migration could limit your options and increase costs.
